Target Group:
Vietnamese youth aged 15- 35
Objective:
To mobilise young people in Vietnam around climate change, environmental protection and DRR, with the following specific objective
• (1) To build the knowledge and capacity of young people on climate crisis and alternative, environmental protection and DRR in the ASEAN context
• (4) To enhance collaboration and coordination among ActionAid countries on cross border challenges and initiatives.
• (2) To build partnerships and alliances with youth, civil society and other relevant stakeholders to address the impacts of climate change
• (3) To support youth- led, evidence- based advocacy and campaign on climate change, environmental protection and DRR in ASEAN region and globally
Output & Activity:
Output 1 – (Digital environmental education program for youth)
▪ (A1.4). An outreach strategy to engage the target group and young audience into the environmental educational programmes will be drafted and implemented
▪ (A1.5.). 60 Y4SDG groups with 600 members in 60 schools and universities will be established and provided with capacity- building and refreshers training to convey and update skills and knowledge and keep youth engaged
▪ (A1.3.). 323 webinars and in- person for youth and CSOs will be implemented and facilitated
▪ (A1.2.). Partnerships with 60 schools and universities participating in environmental education programmes will be established and continuously developed in Vietnam and will be replicated in Indonesia
▪ (A1.1.). Develop 3 e- learning platforms with multi- linguistic, interactive, inclusive and gender- sensitive online courses accessible to 780.000 youth in the age brackets 15- 19, 20- 24, 25- 35 years in ASEAN (at least 50% girls/women and 5% LGBTQI) will be established and operated
▪ Undertake a market research and baseline study, develop business plan for the gender- sensitive and inclusive digital youth Environmental Education Program EEP
Output 2 – (Youth- led initiatives and actions)
▪ (A.2.1.). 32 youth- led initiatives to facilitate Y4SDG groups’ engagement and partnership with CSOs and (local) governments on environmental education and climate action will be conducted
▪ (A.2.3.). ASEAN Green Generation Network (AGGN) with 80 members in Vietnam active and engaged members who fully participate in AGGN activities and campaigns will be established
▪ (A.2.2.). 01 youth- led online social media campaign for 1 million youth in Vietnam on the impact of the climate- environmental crisis and how to engage as active citizens will be realized
Output 3 – (Youth mobilization and advocacy)
▪ (A3.1.). Partnerships between AGGN and approx. 15 CSOs, 10 (local) government authorities and 13 media outlets to increase outreach of campaign materials and advocacy will be established
▪ (A3.2.). 01 campaign for 1,3 million young people of different age groups (15- 19, 20- 24, 25- 35 years) in ASEAN with content in their own languages, including social media and other visibility campaigns for wide outreach across ASEAN will be implemented
▪ (A.3.3). 03 exposure visits for young policymakers, CSOs representatives, and youth environmental champions within ASEAN Member States will be conducted
▪ (A3.4.). 05 in- person and livestreamed policy workshops and advocacy meetings linking up with ASEAN summits, national and local parliamentary meetings will be held and facilitated (5 in Vietnam and 01 Indonesia)
Output 4- Management and coordination
▪ (A4.2.). Capacities of action staff in technical, organizational, and operational implementation following a gender- mainstreaming and rights- based approach will be strengthened
▪ (A4.3). Design and implement an overall communication and visibility strategy
▪ (A4.1.). Conduct project management workshops and coordination meetings.
▪ (A4.4). Develop and implement an internal monitoring and evaluation system and processes including baseline, follow- up, and external monitoring and evaluation reports using gender- sensitive and sexdisaggregated indicators, statistics, and LGBTQI and Youth (learning) disabilities

Information on Participatory Review and Reflection Process
groups/organizations across Vietnam, to mobilize stakeholders at local and national levels for policy changes where the roles and participation of youth in building sustainable, effective, and equitable communities are more clearly recognized.
This reference provision defines the objectives, expected results, budget plans, work plans, and related requirements for this activity.
According to the project plan, after 3 years of implementation, the Participatory Review and Reflection Process of the project will be conducted to assess the achieved results against the committed indicators in the project documents, as well as to evaluate successful models, best practices, quality, appropriateness, effectiveness, impact, sustainability, and lessons learned for the next phase and similar projects. The evaluation results will be shared to relevant parties, especially youth volunteer
1.Objectives: To assess the extent to which the project objectives have been achieved, and to generate reliable and actionable evidence to inform lessons learned for the design and implementation of similar initiatives in the future, including an assessment of the project’s effectiveness, impact, and sustainability.
Evaluation Activities:
- Basic Principles:
• Reliability of evaluation through the use of independent experts with appropriate expertise.
• Transparency of the evaluation process.
• Fairness and independence of the evaluation process.
• Involvement of stakeholders in the evaluation process, ensuring diverse perspectives.
• Utility of findings and recommendations through timely, relevant, and concise presentation of information to decision- makers.
- Focus:
The Participatory Review and Reflection Process will include all necessary activities to obtain information reflecting the results and impact of the project. The focus of the end- ofproject evaluation must meet the following requirements:
• Effectiveness: To what extent have the activities met the objectives and results set forth in the project? Has the project been implemented effectively?
• Appropriateness: Was the project designed in a suitable manner to achieve its objectives?
• Sustainability: Are the results achieved so far sustainable?
• Value: Has the project achieved the predetermined objectives at a reasonable cost?
• Internal consistency: Are the outcome indicators and verification mechanisms adequate? What adjustments do consulting experts recommend?
• Gender integration: Has the project successfully incorporated gender perspectives?
• Impact and dissemination: What unforeseen positive/negative impacts have activities had, and unintended outcomes?
• Synergy: To what extent has synergy been achieved with other activities, as well as with local/international policies and funding policies?
• Identification of good practice, lessons learned, and recommendations.
- Evaluation Criteria:
Appropriateness: The appropriateness of project objectives for the issues the project must address, with relevant policies. This should include an evaluation of the quality of project preparation and design- that is, the logic and completeness in the project design and planning process.
• Sustainability: Evaluating the ability of the benefits generated by the project to continue after the end of the funding, and particularly referencing factors related to beneficiary ownership, policy support, economic and financial factors, socio- cultural aspects, gender equality, environmental aspects, and institutional and management capacity.
• Impact: The project&039;s impact on the broader environment and the project&039;s contribution to policy goals or other sectors.
• Efficiency: Evaluation of project costs, quality, quantity, and time. Comparisons with other methods to evaluate and identify the most effective processes.
• Effectiveness: Evaluation of the contribution of outcomes to achieving the project&039;s purposes and how assumptions have influenced the project&039;s achievements. This needs to include specific evaluations of accumulated benefits for target groups.
- Ensured Factors:
• Efficiency: Ensuring that ongoing activities are effective, based on the criteria of the activity.
• Processes and regulations: Ensuring that activities or processes are carried out in accordance with Vietnamese law and the policies of ActionAid.
• Safety: Ensuring that activities or processes are conducted without risk to the health and safety of individuals or the environment.
• Quality: Ensuring the quality of the program, activities, and output requirements of applicable policies.
Methodology
Based on the identified priorities and detailed work plans developed during the inception phase, the evaluation team will collect all necessary data and information using only qualitative methods.
The Participatory Review and Reflection Process will employ a participatory approach, allowing all relevant stakeholders to participate in the process. This aims to ensure a comprehensive reflection of the opinions of various partners involved in project implementation, especially the participation roles of youth and vulnerable communities.
Consulting experts will be invited to specify the proposed data collection and analysis methods in more detail, which may include, but are not limited to, the following proposals:
- Qualitative method/ Field research: The evaluation will apply participatory qualitative methods, including in- depth interviews (IDIs) and group discussions, engaging key stakeholders at national and local levels. Data collection will be conducted in three project locations: Lam Dong Province, Vinh Long Province, and Ca Mau Province.
- Secondary document research: Evaluation consultants will study relevant secondary documents, including project documents, project research reports, and other related documents.
The consultant is kindly requested to submit their CV via VietnamWorks and be prepared to provide (1) a Technical Proposal and (2) a Financial Proposal, which will be formally requested by the project team at a later stage
