ROLE OVERVIEW
The Head of PMO is responsible for establishing, operating, and continuously enhancing the Group- level IT Portfolio Governance Framework. This role ensures all projects, programs, and investments align with corporate strategy, optimize the Value – Risk – Resource balance, and achieve objective benefit measurement. This strategic role focuses on Portfolio
Oversight, Appraisal and Governance.
KEY RESPONSIBILITIES
Portfolio Governance
• Orchestrate the project pipeline; evaluate, prioritize, and balance budget allocation against delivery capacity.
• Act as the CIO’s representative in recommending the suspension, postponement, or adjustment of projects that no longer align with strategy or breach Risk/ROI/Capacity thresholds.
• Design, operate, and chair the Portfolio Board/Steering Committee
Investment & Benefits Management
• Establish a Benefits Map, assign Benefit Owners, and monitor post- go- live benefit realization.
• Conduct independent Post- Implementation Reviews (PIR) for all Group- level IT initiatives.
• Standardize the Business Case process, including financial modeling (TCO, NPV, IRR, Payback).
Delivery Assurance & Stage- Gates
• Implement a robust Stage- Gate system across the entire project lifecycle.
• Ensure stringent compliance with strategic objectives, risk management, information security, privacy, operational standards, and vendor requirements.
• Provide Independent Project Assurance (R/A/G ratings) and deliver Go/No- Go recommendations at each critical gate.
Methodology, Data & Tools
• Develop portfolio prioritization scoring models (Strategy, Value, Risk, Capacity, Compliance) and perform Scenario Planning.
• Define and maintain PMO methodologies based on international standards: PMBOK/PRINCE2, MoP/MSP, Agile Scale, and ITIL.
• Design and manage the PPM Toolchain (Project, DevOps, Power BI).
• Build the PPM Data Model, standardize data entries, and monitor SLAs for data completeness, timeliness, and accuracy.
Resource & Vendor Governance
• Manage Vendor Performance: Monitoring KPIs/OLAs, penalties, compliance, and delivery quality.
• Collaborate with Enterprise Architecture (EA) and the Architecture Review Board to ensure architectural alignment.
• Track capacity and demand across the portfolio to optimize resource utilization and capability building.
Communication & Change Management
• Develop the PMO Playbook, providing training and coaching to enhance internal project management maturity.
• Articulate and communicate the Portfolio Value Narrative
• Develop executive dashboards and portfolio reports for the Board of Management (BOM)
