SCOPE OF WORK
The Head of Project Management is responsible for managing and developing all areas of the Project Delivery including all day- to- day business to ensure projects are delivered on schedule, within the approved budget, and to the highest standards of quality and safety. The role also requires close coordination with stakeholders to ensure that operators’ requirements are fully understood, incorporated, and reflected in the design, planning, and execution of all real estate projects. The position must ensure full compliance with company processes, project execution plans, and all applicable regulations and laws of Vietnam.
KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Team Management
• Coordinate effectively between project team, operations team, designers, specialist consultants, and contractors to resolve issues quickly and keep works on the approved programme.
• Lead, manage, and motivate internal teams to ensure collaboration and high performance.
• Establish, structure and manage the project management team for full project implementation from pre- feasibility through to handover and defects closure.
Project Management
• Review contracts, progress payments, and procurement plans to ensure alignment with the project programme, cash- flow forecasts, and construction sequencing. Prepare concise reports and presentations, highlighting status against key milestones, critical path, risk items, and required management decisions.Advise management on potential risks such as delays, scope changes, or budget overruns and recommend specific corrective actions and alternative scenarios.Plan and allocate resources, and manage consultant performance, to ensure efficient delivery and compliance with technical, commercial, and procedural standards.Prepare and maintain Project Execution Plans and associated management procedures throughout the project lifecycle, updating them when scope, programme, or risk profile changes.
• Chair and actively drive coordination, design, and progress meetings, ensuring clear decisions, actions, and follow- up to protect the project’s critical path. Lead the selection and appointment of consultants and contractors, including preparation of scopes, evaluation of proposals, and negotiation of commercial and technical terms. Develop and maintain an integrated master programme and detailed project schedules, including identification of key milestones, interfaces, and the critical path for each project phase. Monitor progress against the approved programme, identify actual and potential delays or bottlenecks early, and coordinate mitigation and recovery plans with all relevant parties. Ensure timely completion of works to the required quality, within the approved budget and programme, and in compliance with all statutory and company requirements. Design Management
• Ensure design solutions support approved budgets and programmes
• Define the overall design strategy and brief, ensuring alignment with the project business case, brand, and operators’ requirements
• Review and sign off key design submissions to ensure they meet functional, technical, safety, and sustainability standards
• Ensure designs comply with local codes, standards, and internal policies, identifying and mitigating design- related risks early
• Resolve design conflicts, and ensure timely responses to RFIs and design queries
• Lead the design process from concept to construction documentation, setting clear milestones, deliverables, and approval gates.
Financial Management
• Ensure accurate and realistic cost plans are prepared, regularly updated, and approved in line with each design and procurement milestone.Ensure project financial requirements, funding constraints, and cash- flow forecasts are understood and managed within approved criteria and programme assumptions.Ensure cost reports reflect current financial position and forecast costs before approval.
• Coordinate with consultants, suppliers, and contractors to plan and implement structured Value Engineering and optimization exercises linked to key design and procurement milestones.Ensure the overall project schedule and procurement plan are aligned with the approved budget, resource plan, and cash- flow, enabling timely completion and controlled expenditure.
Project Commercial Coordination
• Support pre- qualification and tender processes, including clarifications and addendum updates that reflect design development, operator feedback, and site conditions.Participate in tender review meetings, ensuring technical proposals comply with buildability, safety, quality, and programme requirements, including key milestones and long- lead items.Assist in reviewing tender reports and contract documentation for completeness.
• Coordinate with the Project Commercial team on procurement strategy and implementation.
Delivery Management
• Supervise PM team in monitoring contractor compliance with Health & Safety, Quality, and documentation.
• Manage risk registers, change requests, RFIs, and ensure timely information flow between consultants and contractors.
• Coordinate handover procedures, including as- built drawings, O&M manuals, test reports, and completion certificates.
• Oversee progress reporting for on- site and off- site works and implement corrective actions when needed.
• Drive project delivery process and recommend actions to achieve Time, Cost, Quality, and Safety objectives.
• Identify and resolve project issues proactively, ensuring contractors always work to the latest approved drawings, specifications, and instructions.Liaise with consultants on design interpretation and implementation to ensure the built asset reflects intended functionality and operational needs.
• Ensure proper close- out process, defect resolution, and preparation of completion reports and contractor assessments.
• Ensure projects are executed in line with approved development plans, design briefs, company policies, operator requirements, and asset standards.Chair delivery meetings, maintain clear records of decisions and actions, and monitor progress against schedule.
