Programme Officer in Electronics and Semiconductor Sector

Develop Terms of Reference (ToR) for national and international consultants, and plan, coordinate, monitor, and document their missions and deliverables.
Plan, coordinate and implement capacity development activities in the fields of electronics and semiconductor technology for teachers of partner TVET colleges, including further training courses, workshops, nd seminars.
Inquire about prices, estimate costs, and prepare documents for service and procurement contracts in line with GIZ regulations, ensuring transparency and smooth processing.
Contribute to the development of institutional development plans for partner TVET colleges.
Foster partnership between TVET colleges, enterprises and associations in the electronics and semiconductor sectors to strengthen the industry engagement in TVET.
Cooperate with other GIZ TVET components as well as other GIZ projects to ensure synergies, coherence and alignment of interventions within the overall TVET III framework.
Organise and coordinate technical working group meetings and exchanges with colleagues, partner TVET colleges, consultants and relevant stakeholders during the planning and implementation of project activities.
Monitor, evaluate, and document project activities, costs, and results, ensuring appropriate data and knowledge management.
Conduct regular field visits to partner regions and TVET colleges as required to support and monitor project implementation on site.
Coordinate the development and implementation of training programmes- including initial training, reskilling and upskilling- in electronics and semiconductor technology in line with national and international standards.

Willingness to travel
Good working knowledge of telecommunication systems (phone, e- mail, internet) and computer applications, particularly MS- Office
Bachelor’s Degree in electronics, semiconductor technology, or a related discipline.
Service- oriented and proactive working style
Experience in a technical field is an advantage;
Experience in the vocational education and training and labour market sectors is an additional asset.
Very good command of English and Vietnamese (both spoken and written), German language skills are an additional asset
Minimum of 5 years of relevant professional experience in a comparable position;
Team work ability, dynamic, self- management, and interest in development work
Good communication and strong interpersonal skills
